council (n.) early 12c., from Anglo-Fr. cuncile, from O.N.Fr. concilie (O.Fr. concile, 12c.) "assembly; council meeting; body of counsellors," from L. concilium "group of people, meeting," from com- "together" (see COM- (Cf. com-)) + calare "to call" (see CLAIM (Cf. claim) (v.)). Tendency to confuse it in form and meaning with COUNSEL (Cf. counsel) has been consistent since 16c.
