inclement (adj.) 1660s, from Fr. inclément and directly from L. inclementem (nom. inclemens) "harsh, unmerciful," from in- "not, opposite of, without" (see IN- (Cf. in-) (1)) + clementem "mild, placid." "Limitation to weather is curious" [Weekley].
